Council Meetings are an important way to ensure that your democratically elected representatives are working for you in a fair and transparent way. They also allow the public to be involved in the decision-making process of Council.

About this meeting

This is a special meeting to hear community feedback on the Draft Plan for Port Phillip (including budget) 2025-35.  

Community Engagement is open for members of the community to provide written feedback online via Have Your Say from 17 April to 18 May 2025.

Feedback provided during this period will be provided to Councillors as a consolidated report after the feedback period ends on 18 May 2025.

Public Question Time and Submissions

There is no provision for Public Question Time during this meeting. This meeting is a Special Meeting to hear community feedback on the Draft Plan for Port Phillip (including budget) 2025-35.

1.       PURPOSE

1.1     To receive and hear community feedback on the draft Plan for Port Phillip (including budget) 2025-35.

2.       EXECUTIVE Summary

2.1     An important part of developing the Plan for Port Phillip (including budget) 2025-35 is to seek feedback and input from our community.

2.2     Engagement on this project opened on 17 April and will close on 18 May 2025. A comprehensive report of all feedback received during that period will be provided to councillors at the end of the engagement period.

2.3     Feedback received at this 13 May 2025 Special Meeting of Council will be captured in the final engagement report provided to councillors at the end of the engagement period.

3.     RECOMMENDATION

That Council:

3.1     Thanks the Community who have provided their feedback at the 13 May 2025 Special Meeting of Council as part of the draft Plan for Port Phillip (including budget) 2025-35.  

4.       KEY POINTS/ISSUES

4.1     Over the last nine months, almost 1,300 people have contributed their ideas to the draft Plan for Port Phillip 2025-35 (including budget). This has included surveys, forums, workshops, conversations, neighbourhood pop-ups and a deliberative community panel. Council considered this input when developing the draft plan.

4.2     Phase 1 engagement took place in July and August 2024. It focused primarily on health and wellbeing, and consisted of an online survey and a ‘pop up’ at the Youth Summit on 1 August 2024.

4.3     Phase 2 engagement took place in November and December 2024. This phase invited broad community input into the Community Vision, and what Council’s focus should be over the next four years. It was designed to reach a broad and representative section of the Port Phillip community, including targeting potentially under-represented groups. As part of this phase, community members were invited to submit “expressions of interest” to be part of a deliberative panel.

4.4     Phase 3 engagement took place in February 2025. A panel of forty community members was convened to deliberate on key aspects of the Community Vision and Plan for Port Phillip. This panel made a number of recommendations to Council, which were addressed as part of developing the draft Plan.

4.5     Phase 4 engagement is now underway, inviting feedback on the draft Plan, which will be considered by Council when making final decisions on the Plan. The opportunity to speak at this Special Meeting of Council forms part of that engagement.

5.       CONSULTATION AND STAKEHOLDERS

5.1     Outcomes from the engagement undertaken thus far has been reported to Council, and is available to the public on the Have Your Say page for this project.

6.       LEGAL AND RISK IMPLICATIONS

6.1     The Local Government Act 2020 requires councils to engage with the community. This special meeting is one of the many ways we meet this obligation.

7.       FINANCIAL IMPACT

7.1     The potential financial impact of community feedback and requests made via this process will be considered as part of the wider budget preparation process.

8.       ENVIRONMENTAL IMPACT

8.1     Not applicable.

9.       COMMUNITY IMPACT

9.1     Engagement on the draft Plan for Port Phillip is designed to give Councillors insight into the community’s views about the draft Plan for Port Phillip 2025-35 (including budget). This will help inform decisions about the final plan and budget, which is due to be adopted at a Special Meeting of Council on 23 June.

10.     Gender Impact Assessment

10.1   A Gender Impact Assessment was conducted for the broader Plan for Port Phillip development process.

11.     ALIGNMENT TO COUNCIL PLAN AND COUNCIL POLICY

11.1   Community engagement is a key part of the Plan for Port Phillip development process.

12.     IMPLEMENTATION STRATEGY

12.1   TIMELINE

12.1.1    A final engagement report, incorporating all feedback from the community on the draft Plan for Port Phillip (including budget) 2025-35 will be provided to Councillors to inform their decisions about the final Plan for Port Phillip to be adopted on 23 June 2025. This will include a summary of feedback provided at the 13 May Hearing of Feedback.

12.2   COMMUNICATION

12.2.1    We will ‘close the loop’ with the community by posting a final engagement report on the ‘Have Your Say’ page for this project.

13.     OFFICER MATERIAL OR GENERAL INTEREST

13.1   No officers involved in the preparation of this report has declared a material or general interest in the matter.
